fix: align Linux Agent verifier regression

The Linux source validator still expected the full verifier's old payload mode
message after entrypoint metadata checks moved ahead of the payload loop. The
test now asserts the actual bounded entrypoint error returned by the optimized
verifier.

The unpublished desktop 0.11.9 notes move to 0.11.10. The Agent lock remains
on the successfully published Agent 0.11.9, and the recovery release still has
no LoongArch preview.
