Part I. Background and Methodology

I. Assessment Background

In response to a sequence of national education-policy directives — including the Ministry of Education's Guiding Opinions on the Implementation of New Curricula and Textbooks for Senior Secondary Schools (No. 15, 2018), the State Council General Office's Guiding Opinions on Reforming the Way Senior Secondary Schools Educate Students in the New Era (No. 29, 2019), and the Action Plan for Deepening the Reform of Curriculum and Instruction in Basic Education (Letter No. 3 of the Department of Teaching Materials, 2023) — and to operationalise the Ministry of Education General Office's Notice on Carrying Out Monitoring of Curriculum Implementation and Textbook Use (Letter No. 5 of the Department of Teaching Materials, 2023), the Shanghai Municipal Education Commission has issued targeted policies to strengthen the translation of the national curriculum into practice, and has called for the establishment of a sound monitoring and feedback mechanism for curriculum implementation that, guided by evidence-based decision making, continuously refines curriculum planning and implementation pathways.

School leadership is the core driver of school development. The competency orientation of implementation management and the quality of decision making directly shape the overall performance and outcomes of curriculum and instruction at the school. The pivotal task of implementation management lies in the school's curriculum planning and policy choices, and in the genuine landing of those decisions within instructional practice. We therefore adopt a school-leadership perspective and ensure that the seven dimensions — Curriculum Leadership, Instructional Reform Capacity, Student Development Guidance, Teacher Development Support, Educational Quality Assessment, Educational Conditions and Resources, and Digital Empowerment — operate synergistically across the full landscape of curriculum implementation.

II. Assessment Framework

Adopting a school-leadership perspective, this report systematically analyses and reconstructs the curriculum-implementation monitoring indicators and establishes a seven-dimensional indicator system (see Table 1-1).

III. Assessment Implementation

(i) Target Population

The current monitoring exercise targets general senior secondary schools in Fengxian District; a total of 8 schools participated. From each participating school, representatives of the administrative leadership (principals, vice-principals, department heads) and chairs of subject teaching-research groups were sampled to complete the questionnaire.

(ii) Methodology

Following the research framework of the Shanghai Academy of Educational Sciences (Shanghai Curriculum Research Office) for monitoring curriculum implementation in primary and secondary schools, the study collected information through questionnaire surveys, covering school basic information, overall curriculum implementation, and subject-level curriculum implementation.

(iii) Data Analysis

The data analysis pipeline is as follows:

Step 1. Indicator System Reconstruction. The mapping between dimensions, indicators, and individual items is reconstructed under the seven-dimension school-leadership perspective, forming a multi-tier indicator system.

Step 2. Principal Component Analysis (PCA) Synthesis. Each item in the questionnaire is standardised, and PCA is applied to combine correlated variables into principal components, yielding the score of each tertiary indicator.

Step 3. Standardisation to a Common Scale. The principal components are standardised to a normal distribution with mean 50 and standard deviation 10. Within this scaling, 68.27% of schools fall in the [40, 60] range and 84.45% fall in [30, 70]; a school scoring 60 thus outperforms approximately 84% of all schools.

Step 4. Level Definition for Tertiary Indicators. Drawing on the conceptual content of each indicator and the empirical distribution of school performance, item-level cut-points are determined and each school is assigned to one of four levels (see Table 1-2).

Step 5. Cluster Analysis. Schools are grouped on the basis of their standardised scores; schools with similar profiles are clustered together to identify distinct school typologies along each dimension.

This score exceeds the district mean of 48.38 by +1.02 points; however, it falls below the mean of peer schools of the same institutional type (market-designated experimental and exemplary senior secondary schools) of 52.43 by -3.03 points. Based on cluster analysis, your school is classified under the curriculum implementation development-needed category. Given its designation as a municipal experimental and exemplary senior secondary school, this gap relative to peer institutions warrants substantive attention, as schools of this classification are expected to serve as regional and city-wide reference models for curriculum reform.

Anything less is inconsistent with the responsibilities this school has accepted by virtue of its designation.

Analysis: Gap Between School Positioning and Actual Performance

As a municipal experimental and demonstrative senior secondary school, your school carries an institutional mandate to serve as a regional — and indeed city-wide — exemplar of curriculum reform. That designation implies not merely adequate performance, but visible leadership across every evaluative dimension. The current data, however, reveal a substantial and operationally significant gap between that mandate and measurable reality. Your school ranks second among eight district peers in overall standing, yet several sub-dimensions place it at the very bottom of the district cohort — a contradiction that warrants rigorous, unsentimental examination.

The most acute pressure points are concentrated in two second-tier dimensions. In Curriculum Leadership, your school scores 39.5 against a district mean of 49.0, ranking eighth of eight. Within this dimension, National Standards Compliance stands at 29.7 (Level 1, ranked 8th/8) and Curriculum Regulatory Implementation at 38.1 (Level 1, ranked 7th/8). Scoring 42.0 against a district mean of 48.6 (ranked 8th/8), all three constituent sub-dimensions — Academic Quality Assessment (40.7, Level 1), Comprehensive Quality Assessment (37.7, Level 1), and Practical Activity Assessment (35.6, Level 1) — sit at Level 1 and rank last in the district. This uniformity of low performance across an entire dimension suggests a systemic, rather than incidental, deficit. One must ask whether the school's evaluative infrastructure and incentive mechanisms have been meaningfully aligned with the formative, multi-dimensional assessment philosophy that curriculum reform requires, or whether assessment practice remains narrowly focused on summative academic outcomes.

Additional vulnerabilities appear in Personalised Subject Development Guidance (49.8, Level 2), Project Support within teacher development (47.6, Level 2), and Precision and Personalisation in Assessment under digital enablement (48.3, Level 2, ranked 7th/8). These mid-range scores suggest that resource allocation and institutional priority-setting may be unevenly distributed — investing selectively in high-visibility initiatives while underfunding the foundational capacities that ultimately determine instructional quality at scale.

Taken together, these findings point to a developmental trajectory that, if left unaddressed, risks producing a growing disjunction between the school's formal designation and its substantive performance. The title of municipal experimental and demonstrative school carries public accountability; it signals to the district, to peer institutions, and to families that the school actively advances — rather than merely reflects — the frontier of curriculum practice. Closing the gaps identified here is therefore not simply a matter of improving scores; it is a prerequisite for the institutional credibility that the school's positioning demands.
