chore: prepare desktop 0.15.13 and agent 0.15.6

Document the desktop storage utility-process owner, coordinated Agent runtime changes, bounded output continuation, and focused validation boundaries. Record schema 62 compatibility and the remaining concurrent acceptance matrix.
