Bump the desktop patch version and package matching Chinese and English notes
for image follow-up context, retained questions and answers, simpler Runtime
selection, and docked Git history with automatic project detection.

Review and align both feature matrices with the verified release range.
Agent stays at 0.11.23; no Agent release or LoongArch preview is included.
External knowledge probe tooling remains development-only, not a shipped
external knowledge-base feature.

Validation: 3911 tests passed, 66 skipped; typecheck, lint, and bilingual
release-note verification passed. Production builds use main-branch CI before
the immutable desktop tag; no local production package was built.
