Carry the approved unpublished 0.13.14 release notes into 0.13.15 after
stabilizing the CI UI tests. Remove the duplicate unpublished entry and
update the bilingual feature matrices and recovery evidence.

Keep published Agent 0.13.4 unchanged. Its minimum Desktop requirement is
0.13.14; users should install this recovery release before updating Hosts.
Schema 47 still requires a pre-upgrade backup for rollback.

Release-note verification and nine focused tests passed. Require this
candidate main-branch validation and production build before tagging.
