release: prepare Desktop 0.13.14 and Agent 0.13.4

Prepare the approved bilingual release notes for paged Supervisor reviews,
resizable to-dos, native direct-model searches, and remote recovery fixes.
Agent 0.13.4 requires Desktop 0.13.14; schema 47 requires a pre-upgrade
backup for rollback. Keep Desktop and Agent publication separate.

Include the existing validation fixture corrections and helper patches as
requested. Full validation passed 5127 tests with 74 skipped, typecheck,
lint, and release-note checks. Current-source Linux Host completion and
cleanup probes passed with two real model requests.

Release note: 改善监督回顾与续跑、待办布局和搜索;配套 Agent 修复远程完成状态并清理停用安装。请先升级桌面再更新 Host,升级前备份用户数据。

### Open source, builds, and releases

- Current source candidates are Desktop `0.13.14` and Agent `0.13.4`, with
OpenCode pinned to `1.18.29` and Continue to `1.5.47`. Publication status follows the independent
Desktop and Agent release channels.
- Desktop `0.13.12` adds Supervisor reviews, graphs, activity, and automatic
incremental processing, reduces streaming activity writes, and improves Mermaid,
usage totals, conversation duration, Git, notes, and notifications. Database
schema 46 requires a complete pre-upgrade backup for rollback to older clients.
- Desktop `0.13.14` improves paged Supervisor reviews and resume behavior,
native ripgrep searches, to-do layouts, and explicit remote follow-up after an
uncertain result. Database schema 47 requires a complete pre-upgrade backup
for rollback to older clients.
- Agent `0.13.3` reclaims idle Runtimes and retires displaced Agents after existing
work drains. Its packages require Desktop `0.13.12`;
update Desktop first, then the Host environment. Node remains `24.19.0`.
- Release preparation uses focused regression tests, notes verification, typecheck,
and lint. The full local suite is not rerun at the user's request; full main-branch
CI, its production build, native packaging, and publication verification remain
pending. No local production build or packaging is part of this preparation.
Existing Linux x64 lifecycle evidence used eight real provider requests and
incremental-review evidence used three; neither covers the complete native matrix.
- Agent `0.13.4` waits for model delivery acknowledgements before completion,
preserves completed results when idle Runtime cleanup fails, and removes verified
inactive Agent payloads and owned orphan processes after environment updates.
History and active or uncertain installations are retained. Its independent
packages require Desktop `0.13.14`; upgrade Desktop first, then update the Host.
- Release preparation requires the full local test suite, notes verification,
typecheck, and lint. Candidate main-branch CI, its production build, native
packaging, and publication verification remain separate acceptance steps.
No local production build, packaging, or LoongArch preview is requested.
Current validation status is recorded in the
[release preparation record](./docs/development/release-preparation-0.13.14.md).
- Validation records remain separate from implementation status. Current-source
storage validation covers real local and Linux x64 Host tool workloads,
concurrent projects/conversations, cancellation, and lossless database migration.
