Record the approved bilingual release notes against Desktop v0.12.12 and
Agent agent-v0.11.23, rather than listing intermediate development fixes.
Desktop adds external knowledge connections and cross-project activity;
remote native questions remain classified as fixes in both release notes.

Align both feature lists, compatibility guidance and validation evidence.
Upgrade Desktop to 0.13.0 before Agent 0.11.24. Keep OpenCode at 1.18.29,
retain existing published notes, and exclude the LoongArch preview.

Allow fixes-only Agent notes while checking bilingual section consistency.
Validation: 4089 tests passed with 66 skipped; release-note verification,
typecheck, lint and documentation link checks passed. Full remote-provider
acceptance and candidate CI/native release validation remain outstanding.
No release tags or publication are part of this commit.
