release: prepare Desktop 0.15.9 and Agent 0.15.3

Document shared review timelines, stories and experiences, spiral navigation, conversation performance work, and Execute configuration behavior. Include schema 56 backup and cost boundaries, Agent tool-schema compatibility, and four successful current-source real Host calls with checkpoint persistence. Full release validation runs in CI.
