release: prepare Desktop 0.13.13

Prepare a Desktop-only patch for repeated activity-history reads during streaming and the supervision feedback sidebar layout. Keep Agent 0.13.3 and the database format unchanged; no Host update is required.

Update bilingual release notes, feature matrices, and validation evidence. Isolate this candidate from the original worktree and exclude its uncommitted supervision timeout tests. Validation passed 192 focused tests, an additional six-case Electron sidebar scenario, typecheck, lint, and release-note checks.

Release note: 减少流式活动历史的重复读取，修复监督反馈侧栏的按钮布局和目标名称显示；Agent 保持 0.13.3。
