fix: clarify local tools on remote hosts

The remote host settings page did not explain that locally configured Skills and MCP servers stay on the desktop. It now states that boundary in Chinese and English, with a focused UI regression test.

Document the planned local Node.js and Python environment for local Skills and stdio MCP servers, including managed and custom sources, compatibility migration, lifecycle, remote boundaries, and acceptance criteria.

Release note: 远程主机设置现在明确说明本机 Skills 和 MCP 不会作用于远程主机。
