chore: prepare Desktop 0.13.5 and Agent 0.13.0 releases

Record the approved bilingual release notes and align Desktop and Agent version metadata. Refresh both feature lists with image tools, PPTX OCR, Runtime process reuse, and the completed/to-implement status convention.

Agent 0.13.0 requires Desktop 0.13.5. Keep Node 24.19.0 and OpenCode 1.18.29 unchanged, preserve published release history, and exclude the LoongArch preview.

Validation: bilingual release notes verified; 4293 tests passed and 67 skipped; typecheck, lint, version consistency, and 63 documentation links passed. No new real model calls, Host reruns, local production build, or packaging. Full UI-driven image invocation and local/remote switching are not covered by the existing validation records.

- Agent `0.11.25` is a maintenance release without standalone remote feature

also works with Agent `0.11.24`; updating Agent is not a substitute for updating Desktop.

- Agent `0.13.0` adds remote image-tool integration and shared Runtime processes
with conversation recovery fixes. Its packages require Desktop `0.13.5`;
update Desktop first, then the Host environment. Node remains `24.19.0`.
- Validation records remain separate from implementation status. Current-source
storage validation covers real local and Linux x64 Host tool workloads,
concurrent projects/conversations, cancellation, and lossless database migration.
Windows tool summaries and DeepSeek path handling have real full-App evidence;
the release candidate still requires main CI and native release packaging. See the
[validation evidence](./docs/features/assistant-workbar/progress.md).
Runtime process reuse has real Windows full-App and Linux x64 Host evidence;
PPTX OCR and idle-memory release have real Windows file evidence. Image tools
have real provider generation/editing and Host transport evidence. Full
UI-driven natural-language invocation and local/remote switching are not
covered by those records. The candidate still requires main CI and
native release packaging. See the [Runtime evidence](./docs/features/assistant-workbar/progress.md)
