Bump Desktop to 0.12.4 and the separately published GoodBuddy Agent to 0.11.18. Add the approved bilingual release notes for HTML previews, long-run and queue reliability, remote terminal-state convergence, and faster OpenCode follow-up on Linux ARM. This candidate uses the standard six-platform x64/arm64 matrix and does not request a LoongArch experimental preview.
