chore: finalize expanded desktop 0.15.6 release scope

Include device-sharing metadata and the persistent New note entry in bilingual release notes, align five-app documentation, and update the configuration fixture. Per user instruction, validation proceeds through CI without more local tests. Agent remains 0.15.1.
