chore: prepare GoodBuddy 0.12.7 and Agent 0.11.21 releases

Set the approved Desktop and Agent versions and package the approved Chinese
and English notes without changing published release history. Keep OpenCode
pinned to 1.18.29 and require Desktop 0.12.7 before the new Agent package.

Align both feature lists and affected design documents with reference-image
editing, inherited expert work modes, preview boundaries, and remaining
release acceptance. Application navigation remains design-only. No LoongArch
preview is planned for this release; Agent publication remains non-Latest.

The first candidate full run exposed a browser test clicking Send before it
was enabled. Wait for startup readiness using the existing test convention;
production code is unchanged by this release-preparation commit.

Validation: final full suite 3597 passed, 0 failed, 61 skipped across 338 files.
Typecheck, lint, bilingual release-note validation, version consistency,
unchanged historical notes, whitespace and relative-link checks passed.
No additional real model calls, local production builds, pushes or tags.
Concurrent navigation, workbar and roadmap design edits are not included.
