chore: prepare GoodBuddy 0.12.6 and Agent 0.11.20 releases

Record approved bilingual notes for complete subagent progress, workspace diffs, knowledge selection, OpenCode stream cleanup, external command directories, and restored GitHub Agent updates. Remote progress and diff improvements require the new Agent package. No LoongArch preview is included.
