release: prepare Desktop 0.15.8 and Agent 0.15.2

Release committed image-save tools, note editing improvements, and enabled-by-default browser and frosted appearance preferences. Include bounded Linux Host save evidence and bilingual Desktop/Agent notes. Preserve all pre-existing uncommitted design and article files; full validation and packaging run in CI.
