chore: prepare GoodBuddy 0.12.5 and Agent 0.11.19 releases

Record approved bilingual release notes and align Desktop and Agent version metadata. Publish Desktop first so users can upgrade before the shared Agent catalog gains macOS arm64 entries. No LoongArch preview is included.
