chore: prepare GoodBuddy 0.11.14 releases

Set the Desktop package metadata and approved bilingual notes to 0.11.14,
aligned with the coordinated Agent 0.11.14 lock and release-status docs. This
candidate uses the standard x64/arm64 release matrices and does not include an
experimental LoongArch preview.

Release note: 准备 GoodBuddy Desktop 与 Agent 0.11.14 正式发布，包含托管 SSH 任务恢复、有界诊断和桌面反馈改进。
